Bringing greater unity and aid to Pennsylvania's 67 counties

The Registers of Wills and Clerks of Orphans' Court Association (RWOCAP) was formed in 1927 to promote greater efficiency in the administration of Pennsylvania's county offices. RWOCAP works together on legislation to benefit the welfare of officials and the citizens of Pennsylvania's Commonwealth.

About the Association

The Registers of Wills have jurisdiction over the probate of wills and the granting of letters. The Register of Wills is the Commonwealth's agent for the collection of state inheritance tax. The Clerks of Orphans' Court handle all proceedings relating to estates of incapacitated persons, adoptions, and marriage licenses.
